after a top secret american fighter plane crashes into the sea near malta; the us government asks their top secret agent ken tani; sho kosugi; to travel there to retrieve the secret equipment onboard before it falls into enemy hands. however; he refuses since he has promised his two sons he would take them on a vacation. the government quickly gets what they want by kidnapping his two sons and sending them to malta; forcing ken to travel there and do as hes told. once there; ken must split his time between his mission and pretending to be on vacation with his sons. but the bad guys hes up against are willing to stop at nothing to get what they want. and the fact that his two sons are there ends up being more of a liability than a bonus after the bad guys learn of this and exploit it to forward their own cause.
